Obradująca w Lozannie komórka FIVB postanowiła, że w 2013 roku zespoły zostaną podzielone na trzy grupy. Kryterium decydującym o przydziale było miejsce w światowym rankingu z 13 sierpnia. Dwanaście najwyżej notowanych drużyn trafiło do pierwszych dwóch grup.
